Discover Oti Region of Ghana: Carved Out of Volta Region

 

Oti Region, a vibrant addition to Ghana's six newly established regions as of December 2018. Fulfilling a campaign pledge made by the New Patriotic Party, the region was created by carving out the northern area of the Volta Region. 

During the 2016 Ghanaian general election, current President Nana Akufo-Addo proposed the idea of forming new regions from existing ones. The goal is to bring governance closer to the people, and the Oti Region is the outcome of this initiative. 

A Brief History of the Formation of Oti Region

The formation of the Oti Region is a result of a long and complex process that started with the creation of the Ministry of Regional Reorganization and Development in Ghana. The ministry was tasked with supervising the creation of new regions in the country, including the Oti Region. In March 2017, the ministry submitted a blueprint for the creation of the region to the Council of State, which held 36 meetings to discuss and review the proposal.

Finally, the decision to create the Oti Region was put to a referendum, which took place on December 27, 2018. The people living within the proposed region were given the opportunity to vote for or against the creation of the new region. A remarkable 88.33% of registered voters turned out to vote, and a staggering 98.64% voted in favour of the new region.

The formation of the Oti Region marks an important milestone in Ghana's history, as it is now one of the newest regions in the country, with its own distinct identity and local governance structure.

Geography, climate and natural resource

The region is bordered to the north by the Northern region, to the south by the Volta Region, and to the west by the Volta Lake. It has a dry climate due to its proximity to the north, and its vegetation consists mostly of grassland, especially savanna with clusters of drought-resistant trees such as baobabs or acacias. 

The region has nine districts, and there are several natural resources, including large quantities of iron ore deposits in Akokrowa, which are anticipated to create jobs and wealth for the people of Oti and the country in general. There are also various tourist attractions in the region, including the Kyabobo National Park, Lake Volta, and the Hanging Village, Shiare.

An Overview of Administrative Divisions

The Oti Region is governed through the local government system, which is made up of eight Metropolitan, Municipal and District Assemblies (MMDAs). The MMDAs are divided into 2 Municipalities and 6 Ordinary Assemblies, with no Metropolitan Assemblies. 

The Chief Executive officers of each district are appointed by the central government, while the Presiding Member is elected from among the members of the Assembly. Below is a list of the current districts in the Oti Region, along with their respective MMDA names, capital cities, and Chief Executives:

• Krachi West - Kete Krachi - Douglas Osei-Nti

• Nkwanta North - Kpassa - Jakayi Jackson

• Nkwanta South - Nkwanta - John Tarsun

• Guan - - - Andrews Teddy Ofori

Note that the Oti Region has no Metropolitan Assemblies, only Municipal and Ordinary Assemblies. The Chief Executives for each of these districts are appointed by the central government, while the Presiding Member is elected from among the members of the Assembly.

From German Protectorate to British Gold Coast And Now the Volta Region

The beautiful Volta Region, located in the eastern part of Ghana, has a rich history that dates back to the colonial era. This region was formed by the state union of the former British Togoland. And was initially part of the German protectorate of Togoland before it was administered by the British as part of the Gold Coast. 

The area was later renamed Trans-Volta Togoland to reflect its location east of the Volta River. Today, the Volta Region is a vibrant and diverse region that boasts a unique blend of cultures, traditions, and languages.

Ethnic makeup

In terms of demographics, the Volta Region, formerly known as Togoland or British Togoland, boasts a diverse population. The Ewe people, who constitute the largest ethnic group, make up 68.5% of the population. They are further divided into several subgroups such as the Anlo Ewe, Tongu Ewe, Wedome Ewe, Ave Ewe and Avenor Ewe. 

The Guan people form 9.2% of the population, while the Akan people and the Gurma people account for 8.5% and 6.5% of the population, respectively. This rich blend of ethnicities has contributed to the region's vibrant culture and unique identity.

Governance

The governance of the Volta Region is overseen by two key bodies, namely the Regional Coordinating Council (RCC) and the District Assembly. At the helm of the RCC is the Volta Regional Minister, who serves as the political head, alongside their deputy, and representatives from the Regional House of Chiefs, the District Chief Executives of the Volta region, the Presiding Members of the 12 Districts Assemblies, and officials from various decentralized Ministries, Departments, and Agencies operating within the region.

Meanwhile, each of the twelve districts that make up the Volta Region is led by a District Assembly, which serves as the local administrative body responsible for overseeing development projects, managing resources, and implementing policies within their respective districts. These Assemblies are composed of elected representatives, appointed government officials, and traditional authorities who work together to promote sustainable development and ensure the welfare of the people living within their districts

Health

The renowned Volta Regional Hospital, also known as Trafalgar, is situated in Ho. However, following the establishment of the University of Health and Allied Sciences (UHAS) in Ho, the hospital was renamed Ho Teaching Hospital in 2019. 

In addition to this, there are other government-operated health facilities in the capital, including the Ho Municipal Hospital and the Ho Polyclinic. Akatsi South, Hohoe Municipal, Keta Municipal, Ketu South Municipal, Kpando Municipal, North Dayi, North Tongu, Battor Catholic Hospital, South Dayi, and South Tongu are some of the district's government hospitals are situated.
